On March 10, Nedko Nedev was arrested and charged by the U.S. Attorney’s Office for the Southern District of New York with various crimes relating to market manipulation, insider trading and identity theft.  Nedev was charged with devising and carrying out a scheme to manipulate the market for securities of Rocky Mountain Chocolate Factory, Inc. and Avon Products, Inc. through filing sham tender offers.  The scheme involving Rocky Mountain took place in 2012 and the scheme involving Avon Products took place in 2015.  He was also charged  with trading on material nonpublic information about an impending tender offer of Tower Group International.  Nedev is alleged to have acquired the material nonpublic information through his role as an advisor to the acquirer.  United States v.
